So does this mean no more business plans?

Knowing what mobile fusion is (aka BES 10), its really just a MDM server service. So does this mean now that carriers won't be able to charge extra for on the BB10 devices if the user is planning to use BES 10 like they are for the old RIM devices?

I know that Apple and Android users don't have to pay extra to use their device on a MDM service providers network.
