Changes to contacts on Outlook.com not syncing

Hi all...

Problem:
My contacts appear to only sync one way: Z10.--> Outlook.com
Changes made to my contacts ("People") on Outlook.com DO NOT sync to my z10: Outlook.com --> Z10 =:crying:

When I add a contact on my device, it syncs to Outlook.com just fine.
Outlook.com is the only "source" of contacts on my device, other than Facebook. I don't have any local contacts (I don't even have this menu item in the contacts app, which I seem to remember having) or sim contacts. I'vetried deleting/adding the account but the problem persists.

Can someone else please test the following (and in this order):
Outlook.com --> Z10: Add a contact on Outlook.com and see if it shows up immediately or soon thereafter on your Z10
Outlook.com --> Z10: Delete the contact you just added on Outlook.com. Does it delete immediately or soon thereafter from your Z10?
