Contacts sync / activesync

We have about 40 Z10s/Q10s activated as EMM Corporate with an ActiveSync email profile (on-premises Exchange 2010).

If I create a contact on my Z10 (OS 10.1.0.4181), it doesn't sync to my Outlook Contacts. I also have an iPad 2 set up with ActiveSync, which syncs instantaneously (so it's not an Exchange/ActiveSync issue per se). This happens to other people, too. No ActiveSync errors on the Exchange server. No relevant errors on the BES (which is BES 10.1).

Contacts do sync from Outlook to Z10.

ON the Z10, in Accounts - Exchange Account - Sync Contacts is set to On and in Contacts - Settings the Exchange account is set to On.

Any ideas where to start with this?
