Help me diagnose my battery drainage problem

Here are two screen shots of my battery power consumption from Batt-guru. The battery seems fine with wifi on (first photo) and it consumes less than 0.05W when idle. Yet, the second photo is with HSPA+ on, and it consumes around 1.5-2W on average; the phone was mostly in idle.

Currently I am running 10.2.0.1443 without any side loads. I have tried resets and reloading OS multiple times, yet couldn't stop the power drain from H+ on.

Any suggestions?
