Protocol layer wsa unable to send a email message

Get this when I try to send from my outlook.com account.
I can receive email just fine.
This error just start about 1 hour ago.
Any ideas ?
Just an outlook problem maybe for a while ?

Z10, running latest AT&T release that was pushed a few weeks ago.
First time I've seen this.
Other email accounts seem fine (yahoo, gmail,etc.)
