Can't BC on my z10 (running on 10.1.0.1720)

Hi, Need Your Help

Running on Z10 with this spec :
model number STL100-1
software release 10.1.0.273
os version 10.1.0.1720

My problem is I still can't BC Message to all.

Already wipe and reload it twice but still no luck :(
