Setting screen dimmed and unusable?

Just got my z10 a couple days ago and love it, but there have been a few bugs that make it a very difficult phone to use at times. Recently, every time I try to go to the "Settings" app, no matter how I try to get there, it shows up dimmed, and I am not able to select anything.

Anyone have any solutions?
